La Russie va réduire d'un tiers le tarif de ses livraisons de gaz à l'Ukraine et acquérir pour 15 milliards de dollars d'obligations émises par Kiev, ce qui semble récompenser le président Viktor Ianoukovitch pour son refus de signer un accord d'association avec l'Union Européenne.

Un meneur de l'opposition, Arseni Iatseniouk, ancien ministre de l'Économie, a prévenu qu'« on ne peut trouver du fromage gratuit que dans un endroit - un piège à souris ».

SOULAGEMENT FINANCIER POUR KIEV

Le président russe a annoncé que la compagnie pétrolière publique Gazprom allait consentir un important rabais sur les tarifs de ses livraisons de gaz naturel à l'Ukraine. Aujourd'hui facturé 400 $ environ les 1000 mètres cubes, le gaz russe passera à 268,50 $ à compter du mois de janvier.

Les difficultés financières de l'Ukraine sont telles que le pays issu de l'éclatement de l'Union soviétique redoutait de ne pouvoir régler ses factures énergétiques cet hiver.

La Russie va acheter pour 15 milliards de dollars d'emprunts ukrainiens étalés sur cette année et l'an prochain.

Le ministre russe des Finances, Anton Silouanov, a précisé que ce programme d'achats d'obligations serait financé par le Fonds Souverain Russe.

Les États-Unis ont estimé que l'accord ne suffirait pas à satisfaire les revendications des manifestants de l'opposition

Vladimir Poutine a tenté de calmer le jeu en affirmant que l'aide apportée à l'Ukraine n'était «liée à aucune condition »

The name "Ukraine" literally translates as "on the edge." 

It is a country on the edge of other countries, sometimes part of one, sometimes part of another and more frequently divided. In the 17th and 18th centuries, it was divided between Russia, Poland and the Ottoman Empire. 

In the 19th century, it was divided between Russia and Austria-Hungary. 

And in the 20th century, save for a short period of independence after World War I, it became part of the Soviet Union. 

Ukraine has been on the edge of empires for centuries.

My father was born in Ukraine in 1912, in a town in the Carpathians now called Uzhgorod. It was part of Austria-Hungary when he was born, and by the time he was 10 the border had moved a few miles east, so his family moved a few miles west. 

My father claimed to speak seven languages (Hungarian, Romanian, Slovak, Polish, Ukrainian, Russian and Yiddish). As a child, I was deeply impressed by his learning. 

It was only later that I discovered that his linguistic skills extended only to such phrases as (…) "Please don't shoot."

This winter confrontation mirrors another two years ago in Moscow and an earlier one in Kyiv as well in 2004.

Both were marked by large crowds, and great enthusiasm; both were followed by failure.

The Moscow failure was obvious; a few months later Vladimir Putin, the object of the demonstrators' fury, was elected president of Russia by a comfortable majority.

The 2004 demonstrations in Ukraine — the so-called Orange Revolution — are more paradoxical, though they seemed, at the time, a success.

Their goal was to prevent the fraudulent election of Viktor Yanukovych as president, and in that they succeeded.

Yet two years later, he and his party triumphed in parliamentary elections and he became prime minister; and in 2010 he was elected president in a vote that outside observers accepted as largely untainted.

President Viktor Yanukovich (…) a meeting at the Kremlin which the opposition fears will slam the door on integration with the European mainstream.

Why refuse? Because Russia, the Russia of Putin — the man who described the collapse of the Soviet Union as the greatest geo-political disaster of the 20th century — was offering more.

More money to Ukraine as an incentive, and more penalties — higher gas prices, indeed a cut in gas supplies — as a whip if Ukraine didn't sign up to his post-Soviet customs union.

In Kyiv, the demonstrators replied by tearing down a statue of Vladimir Lenin, the dictatorial founder of the Soviet Union, a man Putin admires.

Yanukovych clearly hadn't expected to face a second Orange Revolution in the streets.

The European commissioner for enlargement, Stefan Füle, tweeted on Sunday that the "words and deeds of [Ukraine] president and government further and further apart. Their arguments have no grounds in reality."

The negotiations with Ukraine began years ago. Since then the EU has been plunged into the euro crisis and has admitted Bulgaria and Romania to its ranks.

Since then, the appetite for expansion has cooled as the problems of absorbing those two Eastern European states have proven complicated.

What's more, some Ukrainians living in the EU are distinctly skeptical of the deal as well.

I recently listened in astonishment as several vehemently rejected the idea, saying it would merely turn Ukraine into a hewer of wood and drawer of water, a sort of Slavic Canada, for the European powerhouses.

Putin's prime minister, Dmitry Medvedev, has accused the EU of "crude interference" in Ukrainian affairs, while his foreign minister, Sergei Lavrov, describes the demonstrations in Kiev as the work of provocateurs, adding that the European powers have "lost their sense of reality."

Lenin toppling in the snow was a photo opportunity too tasty for the world's media not to swallow.

It recalled another famous figure pulled from his plinth 22 years ago in Moscow — Felix Dzerzhinsky, the founder of Lenin's secret police, the Cheka.

That toppling seemed to symbolize the end of the Communist regime in the Soviet Union. Yet less than a decade later a Dzerzhinsky man, a graduate of the KGB, Vladmir Putin, was running Russia and putting ex-KGB men in positions of power around him.

Breaking a statue does not break a regime.

What we're trying to do is try to bring about a peaceful transition here, that would stop the violence and give the Ukrainian people what they unfortunately have not had, with different revolutions that have taken place – a real society.

This is a grassroots revolution here – it's been peaceful except when the government tried to crack down on them, and the government hasn't tried that since.

“I'm praising their ability and their desire to demonstrate peacefully for change that I think they deserve.”

These people love the United States of America, they love freedom – and I don't think you could view this as anything other than our traditional support for people who want free and democratic society.”

Avant lui, c'est le sénateur américain démocrate Christopher Murphy qui a fait une déclaration dans ce sens devant les manifestants en estimant que l'Ukraine devait choisir "entre le passé et l'avenir".

"L'avenir de l'Ukraine est au sein de l'Europe et les États-Unis sont avec l'Ukraine"
a-t-il déclaré.

Les manifestants ont adopté une résolution pour "interdire au président Viktor Ianoukovitch" de signer des accords en vue de l'adhésion de l'Ukraine dans l'Union douanière menée par Moscou lors de sa visite à Moscou mardi.

Dans un geste diplomatique remarqué, la secrétaire d'Etat adjointe pour l'Europe, Victoria Nuland, s'est mêlée cette semaine aux manifestants pro-européens à Kiev.

Washington évoque même la possibilité de sanctions contre le pouvoir du président Viktor Ianoukovitch.

Foreign Affairs Minister John Baird today concluded a successful two-day visit to Ukraine, where he met his Ukrainian counterpart, Leonid Kozhara, to express Canada’s grave concerns about the Ukrainian government’s crackdown on mass protests against its decision to suspend negotiations with the European Union.

He also met with leaders of the Ukrainian opposition and with representatives of civil society to voice Canada’s support for the democratic rights of all Ukrainians.

Baird also participated in the Organization for Security and Co-operation in Europe (OSCE) Ministerial Council.

“CANADA IS DEEPLY DISAPPOINTED with the Ukrainian government’s decision to suspend preparations for the signing of the Association Agreement and Deep and Comprehensive Free Trade Area with the European Union,

said Baird.

“Speaking to my OSCE counterparts in Ukraine, it is clear we all view this as a lost opportunity. I remain hopeful that preparations for a Ukraine-EU agreement can resume in the near future, but we are not naive about the challenges that lie ahead.”

While in Kyiv, Baird also visited the Holodomor Memorial to pay his respects to THOSE WHO PERISHED UNDER SOVIET TYRANNY during this tragic part of Ukraine’s history.

After participating in the OSCE Ministerial Council, Baird visited Independence Square to speak with demonstrators as part of a SERIES OF VISITS TO THE SQUARE BY THE OSCE MINISTERS.

The clear signals of the Ukrainian people have been broadcast around the world, and the most concerning and disappointing aspect has been the government’s reaction to these peaceful protests,”

HOLODOMOR

Le terme Holodomor (ukrainien : голодомо́р, littéralement « extermination par la faim ») désigne la grande famine qui eut lieu en Ukraine et dans le Kouban en 1932 et 1933 et qui fit, selon les estimations des historiens, entre 2,61 et 5 millions de victimes2,3. 

Créé par fusion des mots holod (en ukrainien, la faim, la famine) et moryty, tuer (par privations), affamer, épuiser, ce terme prête à cette famine un aspect intentionnel.

L'événement se produisit dans le contexte plus général des famines soviétiques de 1931-1933, mais le nombre particulièrement élevé de victimes et les caractéristiques de la famine ukrainienne lui confèrent, selon certains, une spécificité.

Même si son existence et son ampleur catastrophique ne sont plus mises en doute, le caractère intentionnel de la famine fait encore débat.

La question de savoir si le Holodomor constitue ou non un génocide reste âprement débattue. 

Fin 2006, l'Ukraine a officiellement qualifié le Holodomor de génocide, qualification reconnue par un certain nombre de pays dont les États-Unis. 

Le caractère génocidaire de cette famine est cependant contesté par le Kazakhstan et la Russie, qui arguent notamment que l'Ukraine n'a pas été la seule république touchée, et n'est pas reconnu par l'ONU.

RENCONTRE DE L'OSCE À KIEV ET APPUI OCCIDENTAL AUX MANIFESTANTS

Les diplomates américains et européens ont officiellement manifesté jeudi leur soutien à l'opposition ukrainienne qui manifeste depuis que le gouvernement ukrainien a décidé de tourner le dos à l'Europe au profit de la Russie.

Réunis dans la capitale ukrainienne pour une rencontre de l'Organisation pour la Sécurité et la Coopération en Europe (OSCE), les États-Unis et les Européens ont demandé aux dirigeants ukrainiens d'écouter les manifestants.

La secrétaire d'État adjointe des États-Unis a déclaré qu'il était temps pour l'Ukraine de répondre aux aspirations de son peuple et que la démocratie et la primauté du droit doivent être respectées.

LE CANADA PARLE DÉMOCRATIE EN UKRAINE

Le Canada aidera l'Ukraine à s'engager sur la voie de la démocratie en dépit de son rapprochement avec la Russie et des récentes violences, a annoncé mercredi le ministre canadien des Affaires étrangères, John Baird, de passage à Kiev.

Le ministre promet d'envoyer deux douzaines d'observateurs électoraux pour les élections partielles en Ukraine, un an après que le Canada eut dépêché 500 observateurs pour les élections législatives.

En 1914, le gouvernement conservateur de Robert Borden établit et invoque pour la première fois la Loi sur les Mesures de Guerre afin de protéger le pays de l'« ennemi intérieur ».

PLUSIEURS MILLIERS D'UKRAINIENS SONT INTERNÉS ENTRE 1914 ET 1918.

De 1914 à la fin de la guerre, la Loi sur les Mesures de Guerre permet au gouvernement de contrôler les déplacements de ceux qui sont jugés suspects en raison de leur lieu d'origine.

À la fin de la guerre, ce sont quelque 8500 personnes d'origine allemande, roumaine, slovaque, tchèque, hongroise, polonaise ou encore ukrainienne qui ont été internées dans l'un des 26 camps à travers le pays, certaines jusqu'en 1920, soit deux ans après la signature de l'armistice.

Et comme les Japonais avant eux, les descendants de ces prisonniers de guerre espèrent obtenir excuses et réparation de la part du gouvernement fédéral.

Encore aujourd'hui, des organismes tels que le Congrès des Ukrainiens Canadiens et l'Association Ukrainienne-Canadienne des Libertés Civiles continuent de lutter pour un règlement du problème de l'internement des Canadiens Ukrainiens pendant la Première Guerre mondiale.

Ils demandent plus particulièrement que le gouvernement s'engage dans un processus de réconciliation et qu'il fournisse un compte rendu de la valeur du travail exécuté par les prisonniers et de leurs biens confisqués.

Plus de 80,000 Ukrainiens ont été inscrits sur des listes de "étrangers ennemis" pendant les premières opérations canadiennes de l'internement de 1914-1920.

Presque 5,000 Ukrainiens, y compris les hommes, les femmes et les enfants, ont été internés et soumis au travail forcé dans 24 camps de concentration canadiens.

Le programme dans son état actuel, oblige les collectivités ethnoculturelles de quémander à l'Ottawa le retour d'une partie de leur propre argent, confisqué aux internés.

Thousands of people of Ukrainian and Eastern European descent were interned in concentration camps across Canada when the Canadian government’s First National Internment Operations occurred during 1914-1920. 

At the onset of World War I, the War Measures Act was implemented as a result of an Order In Council by the Canadian Government.

This resulted in the internment of 8,579 “enemy aliens” of which over 5,000 were Ukrainians who had emigrated to Canada from territories under the control of the Austro-Hungarian Empire.

An additional 80,000 individuals, of who the vast majority were Ukrainians, were obliged to register as “enemy aliens” and report to police authorities regularly.

The camp internees were used to develop the Canadian infrastructure as “forced-labourers“.

Some were killed while attempting to flee the barbed-wire confines of Canada’s internment camps.

Others died by suicide, doing hard labour or from poor treatment.

When Britain entered the First World War in August, 1914, Canadian prime minister Robert Borden brought in the War Measures Act along with an order in council, which required those with “enemy nationality” to carry identity papers.

Some were sent to the camps – 8,579 Eastern Europeans, including 5,000 Ukrainian Canadians, in 24 camps erected nationwide.

WORTH NOTING

The detainees were the same people Ottawa previously encouraged to come to Canada from lands under control of the oppressive Austro-Hungarian Empire.

The camps were places of forced labour used to build local infrastructure – roads, rail, even the camps themselves – and help churn the economy.

One internee from the Castle Mountain site wrote about the miserable conditions in a letter to his wife:

“WE ARE HUNGRY AS DOGS.”

By the end of the period, 107 detainees died in Canada’s camps, which stretched from British Columbia to the Maritimes.

Wrongs such as the internment of Japanese-Canadians during the Second World War, payment of discriminatory head taxes by Chinese immigrants and forced enrolment of aboriginal children into the residential school system, have been redressed through apologies and funding.

Harsh terms, such as the phrase “CONCENTRATION CAMPS,” won’t appear.

Racism has been played down, while other issues of the day, such as labour and global conflict, are highlighted.

And the suffering felt in the camps is muted.

A newspaper photograph of an escapee who was shot dead, for instance, will not appear.

“The government of Canada and Parks Canada looked to its own historians to craft this storyline that is much more palatable,”

Prof. Kordan said.

Andrea Malysh, whose great-grandfather was an internee in Spirit Lake, Que., will proudly attend the ceremony in Banff on June 20, exactly 93 years after the internment operations were officially over.

Placing the exhibition in Banff, an international tourist destination, speaks volumes.
“It’s the heart of the country,”

she said,

“and it was built on internee labour.”

The Ukrainian Canadian internment was part of the detention of "enemy aliens" in Canada during and for two years after the end of the First World War, lasting from 1914 to 1920, under the terms of the War Measures Act.

With this act, "aliens of enemy nationality" were compelled to register with authorities.
These citizens were treated as subversives, and many lost their employment.

Many were kept in internment camps and work sites—known at the time as concentration camps.

Those interned had whatever little wealth they owned confiscated and were used as forced labour.

“ Enemy Aliens Must Go - The deportation of enemy aliens is one of the most pressing questions of the moment. There can be no doubt that the enemy aliens must go. 

The pressure of public opinion, not alone that of the returned soldier, who knows the enemy alien far better than any who have stayed at home, but of the whole country, has already forced the Government to give way partially on this point, and that pressure will continue until the whole question is settled by the deportation of every alien who cannot substantiate his loyalty to Canada’s cause.

But it is not to be expected, and Canada does not expect, that the returned soldier shall be asked to do that work at less than reasonable wage, or that he shall be expected to compete with the bohunks of Central Europe, who have been accustomed in their own country to submit to being driven like cattle, who are ignorant of every principle of sanitation, and lost to all sense of decency in living conditions.”

The returned soldier, or any other white man, must be given decent working conditions, as well as decent living conditions and a decent wage. If those conditions in any occupation at present are unfitted for a white man then they must be made fit. It will then be unnecessary to depend upon enemy aliens for labor to develop the resources of Canada.”

“Alien Enemies - When peace is declared will the enemy aliens who are now confined to internment camps in Canada be sent to the country of their allegiance as part of the process of exchanging prisoners? (…) at they will be turned loose into the free life of this country to share in the abounding opportunities it presents is hardly conceivable, says a Toronto paper. Men who were a public danger in time of war ought not to be trusted in time of peace, and ought not to have thrown open to them all the careers and advantages that should be reserved for our own loyal people and brave defenders.

Canada has nurtured too many serpents in its bosom.

One lesson the war has taught is the necessity for rigorously excluding every alien immigrant who does not give reasonable assurance of readiness to renounce his foreign allegian ce and embrace the British citizenship to which (…)  due probation all worthy candidates ought to be admitted. Men who proved themselves so hostile to this country’s welfare as did the enemy aliens now interned ought to be shipped to the land of their birth (…)

While the war lasts the labor of interned enemy aliens may be utilized for productive purposes, but once the war is over these foreigners should be sent to the country where their heart is.”

NO CIVIC AID FOR ALIEN ENEMY BABY

Under the order recently passed by the City Council the authorities at the City Hall have decided that an eight-weeks-old baby, born of Austrian parents, is an alien enemy, and it has been denied civic assistance at one of the hospitals. 

A city official has undertaken to pay for the infant for two days to see if in the meantime some way out of the difficulty cannot be found.”

I was one of the thousands of Ukrainian Canadians rounded up as ‘enemy aliens’ and put in concentration camps between 1914-1920. I was just six years old then. I was born in Canada. I lived in Montreal with my parents, brother John and sisters, Anne and Nellie. 

Nellie was born in Quebec. She was just two and a half when we buried her near the Spirit Lake internment camp.

Canada’s Ukrainians were not disloyal. Our imprisonment was wrong. We were Canadians. (…)  who, like my parents, had come from Ukraine to Canada came seeking freedom. They were invited here. They worked hard. They contributed to this country, with their blood, sweat and tears - a lot of the latter. What was done to us was wrong. Because no one bothered to remember or learn about the wrong that was done to us it was done to others again, and yet again. Maybe there’s an even greater wrong in that.”
